Sometimes it may seem like ages to get your new blog into the google index and even with all of the tips out there you still might be stuck in the sandbox for a few weeks. Here are a few tips that I have found useful for a few blogs that I run. Sometimes the best thing you can do though is sit and wait, Google will eventually get around to indexing your site sooner or later.
First off you need to make sure you have a Google account
Once thats done you need to create a site map.
You can find information on this here Sitemap Generator, Or for wordpress there are a few plugins.
Dagon Design Sitemap Generator
Generates a fully customizable sitemap. Download
Google XML Sitemaps
This plugin will generate a sitemaps.org compatible sitemap of your WP blog. Download
After you have your sitemap generated you can go back to Google Webmaster Tools and add your site.

You will then need to follow the steps to verify your site.

Follow the instructions on the page to do this. You will have to add a file to your root directory or add a meta tag to your sites header and click Verify.

After you have verified your site go to the dashboard and click the Add Sitemap link beside the URL.

You will then be taken to the Add Sitemap Options page and you will select the option that works for your site map. For mine I selected the Add General Site Map.

Then type in the path on your sitemap. Example: yoursite.com/sitemap.xml or you may use your RSS feed to do the same if you have not created a sitemap.

And Hit the Add General Web Sitemap button. And your done.
You will be able to see other options also with in the sites manage page. Like overviews
and stats.
There are other things you can do also but I may go over them at a later time.
SEOing your blog also will help a good deal. But this method should get you started and get your blog indexed somewhat faster than just adding it to the URL submission.
Other things you can do:
Have Natural Inbound Links to your site.
Install Google Analytics
Join Social Bookmarking Networks
Join Forums.

Submitting to Google is a big no no but you can still create a sitemap.
It is said and protected by many that Letting google spiders crawl your site will get you indexed much faster. Keep building backlinks and tweaking on page SEO and you will your website in the SERPS. That’s how mine got indexed in 48 hours.

Totally agree with neotrepreneur, you’re best to comment and guest post on other blogs to get links to your blog. Submitting to Google might provide you with less credibility (getting indexed) and it’s only the search engines who are seeing you, communicating with fellow minded people in a community will urge them to visit, read and (hopefully) subscribe.

How can anyone know you had your site indexed, instead of the “other way” you’re talking about? I mean, if your site shows up when someone enters relevant keywords it’s good, right?
